Downstate New York, county by county.

KEEL prices projects across the US, and New York is where its program experience runs deepest. Across Westchester County, New York City, Long Island and the lower Hudson Valley, licensed contractor partners are based in each area, and the utility, the NYSERDA block and the permitting path differ by county. That is where every New York project starts.

AreaUtilityNYSERDA block (Sep 2026)Notes
Westchester CountyCon Edison (most of the county), NYSEG (northern towns)$125 / kWhStrong demand rates; ~45% of tracts are disadvantaged communities; the town moratoriums in force (Yonkers, Peekskill, Cortlandt, Bedford, New Castle) apply to utility-scale facilities, not behind-the-meter commercial systems, and are confirmed per site.
Bronx, Manhattan, Brooklyn, Queens, Staten IslandCon Edison$75 / kWhHighest demand charges and demand-response rates in the state; FDNY and DOB approvals add 6 to 12 months; Local Law 97 deductions available for storage.
Nassau and SuffolkPSEG Long IslandNonePriced on demand charges and PSEG demand response, which locks reservation rates for ten years. North Hempstead bars new battery projects through at least November 2026; Hempstead's moratorium lapsed in August 2026; the other town pauses on Long Island apply to utility-scale facilities only.
Rockland and OrangeOrange & Rockland$175 / kWhRichest block in the region, no town moratoriums in Rockland, simpler permitting under 600 kWh, no Con Edison interconnection queue.
Putnam, DutchessCentral Hudson, NYSEGRest-of-state blockPriced case by case; contractor coverage through Westchester partners.

Utility territories and NYSERDA blocks as of September 22, 2026; municipal moratorium status as of September 2026. Town-level permitting status is checked for every address at the screening stage.

Cities and towns KEEL prices most often

White Plains, Yonkers, New Rochelle, Mount Vernon, Tarrytown, Port Chester, Scarsdale, Rye and Peekskill in Westchester. Nyack, Spring Valley and Suffern in Rockland. Newburgh and Middletown in Orange. Every borough of New York City, with a concentration in the Bronx and Queens where disadvantaged-community tracts are dense. Long Island buildings are screened for municipal permitting status first.

How the contractor match works

Property owners who come to KEEL directly are matched to a licensed contractor partner that already works in their county, holds the NYSERDA participating-contractor status the project needs, and has the manufacturer certifications for the equipment KEEL prices. Owners who already have an installer keep them; the installer joins the program.

FAQ

Common questions

Do you work outside New York?

Yes, across the US. This page covers the New York detail because the state's incentive and permitting layers are unusually specific. Everywhere else, start at the properties overview and send a bill; KEEL prices from the local tariff and programs.

Why does the county matter so much?

Three things change at county lines: the utility and its demand charges, the NYSERDA incentive block, and the local permitting path. A building in Rockland and a building in Yonkers can have identical bills and very different project economics.

What about towns with battery moratoriums?

A number of Long Island and Westchester towns have paused new battery projects, but nearly all of those moratoriums apply to utility-scale facilities, not to a battery behind a commercial building's own meter. As of September 2026 the one town-wide pause that covers all systems is North Hempstead, through November 2026; Hempstead's lapsed in August 2026. KEEL confirms the municipality's rules before a site visit is scheduled and tells you if a project is not currently permittable there.

Is your building in the map?

Send the address and a bill. KEEL confirms the territory, the block and the permitting path before anything else.
